Policy: Data Sharing with Other Governmental Agencies

In the spirit of cooperation and excellent stewardship of data for the citizens of Maricopa County, Maricopa County Assessor’s Office gladly provides its data to local and regional government agencies with the understanding that:

  • Such data will NOT, under any circumstances, be used or distributed for commercial gain or profit.
  • Maricopa County's data, information, or authority NOT be misrepresented, abused, or used for economic gain beyond the scope of providing information, or to better serve the citizens of Maricopa County.
Caution: Arizona Revised Statutes §39-121.03(D) provides:
“A person who obtains public records for a commercial purpose without indicating the commercial purpose or who obtains a public record for a noncommercial purpose and uses or knowingly allows the uses of such public record for a commercial purpose or who obtains a public record for a commercial purpose and uses or knowingly allows the use of such public record for a different commercial purpose or who obtains a public record from anyone other than the custodian of such records and uses them for a commercial purpose shall in addition to other penalties be liable to the state or the political subdivision from which the public record was obtained for damages in the amount of three times the amount which would have been charged for the public record had the commercial purpose been stated plus costs and reasonable attorneys’ fees or shall be liable to the state or the political subdivision for the amount of three times the actual damages if it can be shown that the public record would not have been provided had the commercial purpose of actual use been stated at the time of obtaining the records.”

A commercial purpose is defined by Arizona Statute as the use of a public record for the purpose of:

  • sale or resale, or
  • producing a document containing all or part of the copy, printout, or photograph for sale, or
  • for any purpose in which the purchaser can reasonably anticipate the receipt of monetary gain from the direct or indirect use of such public records.

All data will be provided in an ASCII (.dat) or pipe-delimited (.csv) format and includes the entire County. If the requested data file size is small enough, the data may be e-mailed.

The Secured Master Data may be joined with the Assessor’s GIS Data using the APN as the key-join field. The following briefly describes each data set:

Non-Commercial and Commercial
Basic Secured Master Data Set (ST42070)

This is a subset of the standard secured master and includes basic data elements. The fields included are parcel numbers, owner name/address, property address and type of property. Includes shape files.

Enhanced Secured Master Data Set (ST42073)

This is a more detailed subset of the standard secured master and includes a limited number of data elements. The fields included are parcel numbers, owner name/address, property address, type of property, deed information, valuation, property use code, legal class, and rental indicator. Includes shape files.

Premium Secured Master Data Set (ST42076)

This is the most detailed subset of data offered from the standard secured master. The fields included are parcel numbers, owner name/address, type of property, deed information, valuation, rental indicator, basic component data and sales information. This set also includes Basic improvement components of livable square footage, land size, pool size, and construction year. Includes shape files.

    Contains sales data from sales affidavits submitted to Recorder’s Office, includes parcel number, grantor, grantee, sales date, and sales price.

    Contains specific information regarding apartments including duplex, triplex and four-plex properties, includes parcel number, number of units, complex name with associated information.

    Contains a listing of residential rental properties registered with the Assessor’s Office, includes owner name, address, property address and agent information.

GIS — Parcel Database


Parcels are provided in ESRI's ArcView (.shp) shape file format only. (Please note: annotation is not be available in shape file format). All data is projected to Arizona State Plane, Central Zone, NAD 83, International feet. *Not all data has been captured or maintained using coordinate geometry (COGO). Attribution included with the parcel topology includes: Assessor's Parcel Number (APN), Begin Date, and property site address (where available).

The GIS data may be joined with the Assessor's Secured Master database information using the APN as the keyjoin fields (each data set is purchased separately unless otherwise stated).
